私彩是指私人坐庄，由个人或组织发行的，以诈骗钱财为目的的非法彩票。私彩是针对公彩而言。私彩常以高额回报作为诱饵，引人“上钩”骗取钱财。私彩的危害性尽人皆知，在本次调查中，几乎有百分之百的人认为，应该大力打击私彩。这也说明，私彩并无群众基础，多数人会为打击私彩提供线索。

私彩的危害相当大，那么又有多少彩民购买过私彩呢？调查发现（图1）：87%的彩民表示没有买过私彩，但也有6%的彩民不会区分公彩与私彩而无法确认是否购买过私彩。[table]6 g; y o9 t2 ` m4 \' Y

采访发现，大多数彩民能够做到自觉抵制私彩，一小部分彩民没能深刻认识到私彩的危害，还有一部分彩民因为缺乏辨别公彩、私彩的能力，对自己有没有买过私彩并不清楚。
' Y+ Q2 {; X! m. q" w) c 在打击私彩的过程中，让彩民充分了解公彩、私彩的区别，了解私彩的危害性是非常必要的。如何让彩民认识并远离私彩危害，同时健康参与购彩，是有关部门面临的重要问题。4 H) k+ g" |) P, @% ~+ Y# Z& ?+ m

调查发现（图2）多数彩民能够认识到私彩的非法性，表示主管部门需要严厉打击私彩。有一部分彩民把私彩吸引彩民的原因归结为返奖高、诱惑大，有可能会抵制不了诱惑。

数据表明，在打击私彩方面，彩民基础可以说是相当深厚，私彩并无群众基础，主管部门应当充分利用这一基础，通过多种途径铲除私彩的生存空间，还彩民一个健康的彩票市场；在吸引彩民方面，公彩要进一步完善各种玩法，创新彩种，合理设置返奖率和奖金数额，尽力满足各个阶层对玩法的需求；另外，对彩民要加大对私彩危害的宣传教育，使彩民充分认识到私彩的危害，自觉抵制私彩。[table]' b: _1 D5 ?: x) a9 u; d* [) c

记者在采访中经常会听到站主抱怨私彩猖獗影响了公彩销量，对彩站站主的调查数据显示（图3）站主表示坚决打击私彩，有九成的站主希望严厉打击私彩。只有3%的站主认为无所谓，不影响其销量即可。7 ]/ v7 a3 L5 i [7 v6 D
彩站站主在打击私彩中，是不可或缺的力量。有关部门可以站主为线人，搜集私彩销售的线索，严密布网，给私彩以严厉打击。 |
