澳门日报报道，对于内地收紧自由行，金沙与其它竞争对手态度迥异，新濠皇GUAN执行副总裁及财务总监杜赫斯特认为，主要是美国人与天朝人之间的文化差异。美国人视“5年”为“长期”，在天朝，这只是一个很短的计划。

虽然11月澳门赌收微升3.5%，但9月赌收下跌，结束了澳门博彩业近几年持续惊人增加势态。外电认为，连番收紧自由行影响很大，政策效应可从几家美资博企股价插水反映出来。博企股价急挫，对政策的评价有好有坏，金沙显然很不满，永利及皇GUAN则支持天朝ZF。- s; ~) q; n* S# ]

杜赫斯特早前在拉城出席全球博彩博览会的“国家的经济：博彩游戏财务总监圆桌会议”时被与会者问及，天朝市场“反复不定”的规管环境，会对拥有澳门娱乐城业务的博彩企业带来什么样的额外风险溢价，他表示，正面对着这个问题。& y( ]* u$ N# e
6 x! `! b0 [# P5 X杜赫斯特说，“作为一家在澳门落地生根的经营者，我们花费大量的时间与中央ZF商讨，花很多时间咨询中央ZF，他们非常愿意了解市场状况。因此，当我了解到美国和全球其它地区的股票投资者的观点，发现就风险溢价上，与中央ZF的举措有着很大的不同。”" o8 v4 q6 j7 C% p

杜赫斯特认为，该公司处于一个很稳定的管理环境，可以看到天朝下5年的发展计划。“他们正在尝试改变澳门……简单一点说……当博彩税收高占库房70%比重、博彩业劳动人口占整体劳动力23%时，为社会带来不稳性。中央ZF正试图让整体经济从后赶上。”
