业内人士称资金安全、未成年人购彩等问题须重视
+ H( k3 V" F/ O4 V. c 本报讯 近日，宁夏福彩中心与深圳彩移创新科技有限公司合作，开通福利彩票自助终端售彩系统。该系统1月4日开始在银川市部分商超设点试运营。
3 i' E' @5 `, W 记者了解，早在2003年，广东福彩就已开始在广州市逐批开通“南粤风采”电脑福利彩票自助投注销售系统。随后，安徽、天津、深圳等地也推出自助终端售彩业务。彩票自助销售催热了终端机研发设计生产行业，据记者不完全统计，目前国内有中航、银网、天福风采、银联商务、彩移创新、好易自助福彩终端等供应商。这些供应商生产的机器形状虽有不同，但大致原理和操作流程都较相似，差异化主要体现在个性化的服务，如有的供应商终端机有荐号服务功能。
7 p, J" ~ z/ b# P9 E: H 北京天福风采科技发展有限公司在安徽、天津、广州等地投放使用的彩票自动投注终端机。工作人员王先生接受记者采访时表示，如何防止未成年人购彩是目前自助售彩急需解决的问题，现在主要是宣传和管理，暂时没有技术方面的措施。王先生透露，他们正在就这一问题和福彩相关部门做协调，希望能推出自动投注终端机专用购彩卡。“这种卡只能由成年人办理，基本原理与银行卡差不多，会有身份验证，也有密码，此外充值也是采用实名制的。这样可以更大限度地防范未成年人购彩。”
# \& I; V' D. i% R% A/ c 彩票业内人士李青表示，自助终端在带来方便的同时，伴随而来的资金安全、未成年人购彩等问题也应引起业内重视。如去年，某彩民在北京望京广顺北大街的“缴费易”体彩自助销售终端购买的彩票中奖2000元，到体彩中心却不能兑奖，只能等待“缴费易”系统自动把奖金打入银行卡。北京体彩中心表示，并没授权“缴费易”销售体育彩票，如“缴费易”有用于投注的投注机，可通过运作为彩民打出真彩票，那其销售行为是违规的。如果没有投注机，那么“缴费易”就是自己“做庄”销售彩票，行为是违法的。李青提醒广大彩民，在使用自助终端购彩时，一定要确认该终端是否有当地体彩或福彩机构授权。 |
