昨日天朝湖北省武汉市人大常委会分组讨论会上，湖北省委常委、武汉市委书记、市人大常委会主任苗圩披露：国家有关部门已经批准赛马彩票在武汉先行试点，预计9月份可以正式开猜了。这意味着天朝体育彩票的发行进入了一个全新领域，“马照跑”再也不只是形容资本主义社会的生活方式了。

据悉，从2005年开始，武汉市民盟调研室主任秦英巍就在政协会提出有关提案，呼吁在有百年跑马历史的武汉打造马产业，并争取马彩成为国家合法竞猜彩种。马彩获允开放，国内研究赛马彩票第一人秦尊文先生表示，马彩获批为武汉在全球树立了大开放的形象，每年将创造300万个就业机会。这相当于1990年上海证券交易所正式成立一样，全世界媒体都会关注。武汉马彩获批的意义是标志性的。6 ?* ~7 ~0 l( k% J+ |) D* N
/ y, K) }* y4 w* Q3 U 他表示，“马彩获批为武汉在全球树立了一个大开放的形象。经营马彩也有利于促进武汉城市圈新区的发展，因为新区定位于两型社会，两型社会发展主要是发展高新技术产业和现代服务业，马彩就属于现代服务中的娱乐服务业。而且开放马彩也有利于打击地下DM活动。发展马彩大量引进养殖马匹，也会在一定程度上改善国内农牧业结构，促进国内马种改良。

据介绍，武汉马彩的经营模式和香港特区以及其他国家（地区）都不同。香港的马彩是马会经营，国外也大多是博彩公司经营。而天朝的马彩全部由ZF组织、主导，更有权威性、公正性。马彩发行仍将依靠天朝体彩的销售网络，从频次上说，开始阶段可能是每月一次，再逐步增加到每周一次或者多次。
