央行超级网银周一上线 初期开通转账功能

记者昨日从银行业内人士处获悉，被称为“超级网银”的央行第二代支付系统在本市多家[url=http://money.163.com/finance/][color=#1e50a2]银行[/color][/url]已经通过测试，下周一将正式上线，不过对个人客户开通服务还尚需时日。据了解，功能强大的“超级网银”在初期仅开通账户信息查询及转账功能。/ z6 c# ~# n s

据业内人士透露，在即将上线的“超级网银”中，跨行业务将是其中最大的[url=http://quotes.money.163.com/usstock/hq/CELL.html][color=#1e50a2]亮点[/color][/url]。“客户可以从 超级网银 登录自己各个银行的账户，实现跨行转账、跨行支付等功能。”一位商业银行电子银行部相关人士介绍。

但业内人士表示，“超级网银”开通后，客户如果用其操作不同银行间账户，仍需在所涉及的各家银行分别办理网上银行业务。“比如说消费者使用工行的账户为招行的信用卡还款，就必须在工行和招行都拥有网银才能操作。”

/ j( T f& p, _- z( Q, P“超级网银”上线后如何实现跨行业务收费成为各方关注的焦点。对此，有银行业内人士分析认为，由于各家银行多项服务费率不一，新系统很有可能会维持现状，在消费者操作跨行业务时仍按照各银行在“自家”网银系统中执行的费用标准收取。
/ R8 f: }; z' ]9 X+ Y记者了解到，目前仅跨行转账一项，各家银行的网上银行收费标准就存在巨大差异。以跨行转账1万元为例，[url=http://quotes.money.163.com/0601398.html][color=#1e50a2]工商银行[/color][/url]跨行转账手续费用为45元，交通银行为20元，而[url=http://quotes.money.163.com/0600036.html][color=#1e50a2]招商银行[/color][/url]是2元。* w( b* S Y; _. m1 C4 h) B
业内人士表示，未来“超级网银”中计费有可能按照“单向计价”模式，即消费者若将1万元从招行转至工行，则收取2元手续费；从工行划转至招行，则收 取45元。但也有专家指出，由于新系统使得各家银行网银成本减少，转账手续费标准有一定下调的空间，而且“超级网银”推广期也有望给客户一定的优惠。% K& V$ X! E9 y; [( G. D4 m

某大型第三方支付机构负责人告诉记者，他们对于“超级网银”的出台及收费标准一直保持高度关注，“但就目前来看，我们仍然具有相当的竞争力。”据悉，自“超级网银”即将上线消息发布以来，是否会为支付宝、快钱等非[url=http://money.163.com/finance/][color=#1e50a2]金融[/color][/url]第三方支付机构留出“接口”一直未有定论。
/ u' R1 m1 m3 k第三方支付行业业内人士表示，目前支付宝、快钱等一批第三方支付机构事实上已经具备了“超级网银”的部分功能，如在不同银行账户间进行 操作，跨行信用卡还款等，而且所有操作全部免费，自然对客户具有吸引力。据记者体验，在北京地区登录“支付宝”平台便可使用一个银行账户为另一个银行的信 用卡还款，等于变相的“跨行转账”，而且完全免费。( ~/ f8 Z% X& V2 f0 c
不过，目前对于第三方支付机构来说面临的最大挑战则是“牌照”，根据《非金融机构支付服务管理办法》，支付企业在明年9月1日前要取得《支付业务许可证》方可继续运营，这意味着“超级网银”对第三方支付机构的开放可能最长要等待一年。 |
