海南地方金融监管局：警惕“伪数交所”乱象，重申境内禁止 RWA 代币化业务

比推消息，据海南日报报道，海南省地方金融管理局发布关于交易场所的风险提示，近期，海南省地方金融管理局从有关渠道获悉，相关主体以“海南国际数据资产交易所”“海南数交所”“海南海交所”等名义进行宣传，号称可合规开展 RWA 真实世界资产、RDA 真实数据资产等业务。
市场主体未经批准，以交易场所名义违规开展业务，涉嫌非法金融活动，侵害公众财产安全。对此，海南省地方金融管理局就相关风险提示如下：
一、目前，我省辖区内未批准设立“海南国际数据资产交易所”。我省设立交易场所，须经省政府批准（经批准设立的交易场所名单见附表）。未经有权部门批准，市场经营主体不得在注册名称中使用“交易所”“交易中心”等字样，不得开展交易场所相关经营活动。
二、中国人民银行、中国证监会等八部门联合发布《关于进一步防范和处置虚拟货币等相关风险的通知》，明确对现实世界资产（RWA）代币化监管采取“境内严禁、境外严管”的原则，并强调，在境内开展现实世界资产（RWA）代币化活动，以及提供有关中介、信息技术服务等，涉嫌非法发售代币票券、擅自公开发行证券、非法经营证券期货业务、非法集资等非法金融活动，应予以禁止。
