由民政部和李嘉诚基金会合作开展的公益项目“重生行动——全国贫困家庭唇腭裂儿童手术康复计划”项目二期启动仪式3月25日在北京举行。根据相关合作协议，民政部继续拿出彩票公益金5000万元，李嘉诚基金会再捐资5000万元，共同投入“重生行动”项目，继续为全国贫困家庭的唇腭裂儿童实施免费救治。
- l {6 ]: S! g7 o据介绍，唇腭裂是一种常见多发的先天性缺陷，导致患者面部破损，发音困难。在我国，很多贫困家庭患者因为无力支付医疗费用，错过最佳治疗期。

% h5 Z9 D3 f& M8 [7 }! P“重生行动”项目资助对象是贫困家庭中患有唇腭裂及唇腭裂引起的相关畸形，年龄在18周岁以下的未成年人（贫困家庭中成年人符合救助条件的也可酌情考虑）。项目不仅将资助患者在医院接受相关检查，手术治疗和康复指导费用，还补助患者及1名陪护人员的食宿、交通费用，同时项目还建立了全国首支语训师队伍，为患者提供语训康复指导，与各地高校合作，通过指导义工参与进行心理关怀，为他们“缝补心理上的裂痕”。
. F/ o/ ~2 B4 W# @3 a“重生行动”于2008年4月正式启动，注入资金1亿元，目的是建立集优质医疗、语言康复指导、预防教育和志愿者参与为一体的综合模式，为全国贫困家庭中患有唇腭裂及相关畸形的儿童提供手术与康复治疗，帮助他们解除疾患，融入社会。截至项目一期结束时，各地民政厅(局)累计筛查贫困家庭唇腭裂患者18463例，33家项目承办医院共治愈患者13607例。2009年度，“重生行动”荣获“中华慈善奖最具影响力慈善项目”，项目一期实施超过了预期目标，取得了显著的社会效果。 |
