据美国《侨报》报道，新年将至，节假日亲朋好友聚在一起难免搓把麻将，赌把小钱。可加州州长今年新签署了法案，严格限制非法Dubo，民众在家搓麻将赌钱，也会招来麻烦。
! K) i& Z+ [5 h( T! }& k 为加强对非法Dubo的限制，州长施瓦辛格今年签署了一项提案，使限制非法Dubo的AB58号提案成为法律。根据这项法律，参与任何形式的非法Dubo活动，包括赌体育比赛输赢，均要遭到惩罚。这项新法规定，若非法Dubo总金额未超过2500元，则属违规行为(INFRACTION)，可被处以250以下罚款。若非法Dubo总金额超过2500元，则被视为犯有轻罪，可被判罚半年牢刑。如若非法经营娱乐城，则被视为犯有重罪，可被判罚一年以上牢刑。
2 F5 J4 g) `0 \# a/ a 刑事律师邓洪解释说，所谓非法Dubo，是指在可合法Dubo的娱乐城等场所外进行的Dubo行为。在加州范围内，合法娱乐城或Dubo场所一般设在印第安保护区内，或者这些场所具有合法Dubo牌照。
$ N1 Z+ O/ }: q/ @. K) U 这项限制非法Dubo的新法2010年1月1日生效后，民众须特别注意，亲朋好友在自家搓麻将“玩钱”，即属违法。邓洪说，在合法Dubo场所以外Dubo，ZF无法监控税收；另外，在住宅区经商是非法行为，因此加州实施限制非法Dubo的法律。2 @1 R5 o; I, F3 b! x K
南加天策的一些同乡会会馆等场所，常见到一些老人聚在一起搓麻将，而且一个场所同时开数张麻将桌，这些人搓麻将输赢的钱数不多，往往要向负责会馆的人交纳一定数量的费用。负责开会馆的人把交纳费用称为“抽水”。邓洪表示，若有人“抽水”，就有可能涉嫌非法经营娱乐城，会遭重罚。

JC虽不能擅闯民宅抓赌，但在私人家中搓麻将往往因噪音过大影响到邻居，有些邻居会报警使得家庭Dubo行为暴露。另一些常被JC发现聚赌的情况包括，有些赌客因输钱心里不爽而报警。另有一些以同乡会为隐蔽开麻将馆者，由于相互竞争激烈，也常有报警打击竞争对手者。 |
