美国国会出台《降通胀法案》,难抑通胀,但仍有可取之处

2022年8月7日，美国参议院刚刚以51：50的微弱优势，通过了一项名为《降低通胀法案》的立法法案，尽管规模与民主党设想的3.5万亿美元相距甚远，但仍然是拜登政府近期的一项重大经济调整决策。
从内容来看，法案的核心是通过对部分产业加税，为美国政府增加约7400亿美元的收入，并对新能源领域和平价医疗方面投资4330亿美元。这样的措施的直接预期，是会限制一部分药品价格，刺激新能源产业，削减美国政府的高额财政赤字。
需要指出的是，尽管名字带着降通胀，但此法案实际上很难干预美国通胀压力。美国今年的通胀是美联储过度宽松、全球供应链不畅和地缘政治冲突等因素共同推动的，单纯的内部改变很难控制，更不要说这个法案实际上没有太多抑制通胀的决策。部分金融领域分析人士就表示，该法案的抗通胀作用甚微，因为其几乎不会影响美国预算赤字相对于经济产值的长期上升轨迹。
不过，尽管抑制通胀的效果也许很弱，但此举还是有积极意义，医疗限价对美国中底层民众压力的减轻是一方面，而更具影响力的可能是对新能源领域的高额投资，3600多亿美元砸进新能源领域，这对美国新能源产业的推动是毋庸置疑的。无论怎么看，至少拜登政府这笔钱花在了比较好的地方。
当然，民主党推出的这一法案在很大程度上也只是为中期选举造势，接下来的执行程度和效力如何，还有待后续观察。
