中新网5月7日电 据澳门日报报道，澳门特别行政区行政会完成讨论《规范进入娱乐场和在其内逗留及博彩的条件》法律草案，进入娱乐场的最低年龄由十八岁提高至二十一岁，若不遵守规定，违法者将罚款一千至一万元(澳门元，下同)；博彩承批公司也可罚款一万至五十万元。禁止博彩人士在娱乐场的投注金额及赢取的彩金全归澳门特区ZF。- H8 \6 S. k c' }2 K* s

! x8 ~' N' M p o! K' B6 G) { 行政会发言人梁庆庭表示，博彩业在其发展过程中带来了若干社会问题，其中以年轻人过早接触博彩活动，令其价值观受到不良影响，以及“病态赌徒”有增加趋势的问题尤其备受关注。规范娱乐场幸运博彩经营的法律在实际操作上亦有待完善，如进入及驱逐出娱乐场所的规定便不详尽，未有就违法进入娱乐场的行为订定处罚，以及缺乏关于违法进入娱乐场博彩所赢取彩金的处理方法等。' a( E8 D2 z, t

, V$ `7 G# p b) `! ~1 s5 Y 梁庆庭表示，法案建议进入娱乐场的最低年龄由十八岁提高至二十一岁，并规定行政当局可应任何人自身或其家属提出经利害关系人确认的请求，禁止有关人士进入娱乐场；目前对公职人员禁止进入DC等限制亦维持不变。法案建议，对不遵守法律规定进入娱乐场的违法者罚款一千至一万元；并规定博彩承批公司的监督义务及不履行义务的罚则，博彩承批公司可被罚款一万至五十万元。

( f+ o' ?& s* w" @ 至于查核进入娱乐场人士证件的权限，在进入DC前，DC人员可要求查看入场者的证件，以确定其年龄是否符合法律要求；在DC内博彩监察协调局稽查人员及主管、保安部队人员、博彩公司管理层人员，以及可透过行政长官批示，指明其它可具此权力的人士可检查场内人士证件。具体执行细则将由博监局及博彩公司商讨，采取有效可行的方式进行。
