最近，各地打击私彩的行动比较多，见诸报端的便有黑龙江、内蒙古、云南等地。 r( R$ F1 e- `* Z7 |$ c, d
据新华社的报道，黑龙江警方近日打掉一个经营私彩的团伙，这个团伙利用发展下线、逐级分红的形式，在哈尔滨、大庆、齐齐哈尔等地非法经营“私彩”，涉案金额高达１０亿元。仅自２０１０年５月１日至６月１０日，该团伙共接受参赌人员投注金额达１.２亿多元。9 h+ n* r& @, k. S
在短短40天内，一个团伙就吸收了1.2亿元人民币的投注，私彩对经济的破坏力可见一斑。倘若私彩泛滥，那么呈现在我们面前的将是一个天文数字，由此可见，打击私彩，任务艰巨，道路艰难远长。& r' ?% t I. C4 D
如果说黑龙江私彩团伙借助的是先进的互联网，那么内蒙古的某些私彩团伙借用的则是人脉。这些私彩团伙，将私彩贩卖的对象锁定为熟人，陌生人一般不卖。

内蒙古民政厅向全自治区发出打击私彩的专项通知，内蒙古福彩中心则根据通知精神做了进一步部署，并把醒目的警示牌放到了福利彩票投注站。警示牌上赫然写道：保护举报人权益，举报投注站销售私彩，经查证属实的，奖励人民币5000元。这使原本寄生于彩票投注站的一些私彩团伙应声而崩，不因为别的，只因为5000元奖金很实在，也还刺激。7 } t4 Q0 Y! [, O% T( ]
内蒙古福彩中心这种以奖金为杠杆鼓励人民群众自觉自愿加入打击私彩行列的做法值得推广，因为如此一来，就可以将私彩陷入“人民战争”的汪洋大海之中，只要人民都自觉自愿行动起来，私彩必然没有藏身之地。
