福彩"延迟开奖"至今仍无解释 网友呼吁拒绝买彩

2011年7月3日晚21时34分左右，双色球第11076期开奖号码如期公布在福彩官网，然而广大彩民最关心的当期头奖金额，销量，奖池等开奖详情却迟迟没有公布，直到在7月4日凌晨1点左右方公布详细开奖数据，相比平时足足延迟了2个多小时，在双色球的开奖历史上，这一情况极其罕见。更令人不解的是，直到7月4日早上8点多，福彩官网上尚未有当期的开奖公告传真。7月3日晚临近23点起，许多焦急等待的彩民逐渐开始按捺不住焦躁的情绪，纷纷发布评论或跟帖以表达他们的不满和猜疑。

I$ `( J5 F6 l在随后的两天时间里，福彩双色球“延迟2小时开奖”的话题成了各大媒体及网友热议的焦点。有些彩民认为，在开奖奖号可以按时公布的情况下，足以证明从当期的数据搜集到开奖机操作均未出现问题，然而在奖号发布后的两个多小时内，开奖数据竟然迟迟无法公布，不得不引起彩民的质疑：是技术问题还是另有他因？。如果是技术问题，福彩中心发布一条官方公告，使彩民能够对事件有详细了解，相信彩民也会对其一些客观原因予以理解；但直到今日，福彩中心仍未发布过任何关于此次延迟开奖事件的解释，始终采取“逃避”的政策对待问题，着实让彩民无法心安，不得不怀疑福彩开奖的公正性。0 q0 B) ^% D) D8 A' n, |

2011年对于双色球来说似乎就是个多事之秋，今年1月16日，双色球第11007期《开奖公告传真》上的头奖中奖地点与《各省市销量及中奖情况表》不符的“乌龙”事件，当时，福彩官方并未给出任何解释；无独有偶，今年3月16日，天津福彩的一篇《天津农民中双色球717万唱响"春天里"》中奖报道竟出现了“自相矛盾”的陈述，文中描述中奖者“吃饭晚饭购买的彩票”，而在中奖单上显示的打票时间确实“14点28分”，这一矛盾引起网友强烈质疑，关于福彩中奖新闻全是“故事”的言论也是甚嚣尘上，这一次福彩还是选择了保持沉默。然而不足4个月的时间，福彩又发生“延迟开奖”事件，我们可以看出“吃一堑”的并不一定都能“长一智”，福彩中心应该做好应急预案、应急措施工作，不再出现类似的情况。赢得彩民的信任是彩票事业发展的基础和长足动力，如果类似事件多次发生，使彩民对彩票机关的公正性产生质疑，后果可能真的很“严重”。

# {* N1 u- K$ f! |同样是国家发行的深受彩民喜欢的彩票，体彩在这点上至少就是一个很好的典范。就在6月23日，体彩开奖也推迟了近2小时，不过当时是因为暴暴雨所致，且体彩中心在第一时间就发布了推迟公告。体彩中心的这一做法无疑显得更体贴。而双色球当期是在周日晚开奖，许多彩民第二天还得早起上班，福彩官方的这种“闷声不响”，无疑不是一种负责任的做法。相信对于多数彩民来说，苛求的不是每次开奖都能准时及时，而是凡事都要有个明明白白的交代。
