. w& r7 `" I- N, J: i据介绍，该平台虽然声称面向本市，其实全国用户都可以参与。“广电方面的运营可以通过CA卡（注：CA卡用来管理数字电视的加密、解密，以及资费管理）卡死，不让其他省份用户参与，但对互联网用户是开放的，很难将这部分外地用户加以区隔。”另一方面，在该平台的统一界面下，广电用户和电信用户只有在后台才能被分清，“三网融合使用户不再感觉得到谁是从哪里来的，只需要玩就可以了。”

该人士还透露，整个平台的运营由两方负责，一方负责运营，另一方负责解决方案的支持，在利益分成上，92%营收将直接上交财政部，其余8%部分的2%～3%由解决方案提供商分享，剩下的归运营方及开奖池。
