3 l0 j9 L( a7 ]: F0 Y! s[color=#333333][font=宋体] 2009年7月1日，我国《彩票管理条例》正式实施，这是我国1987年发行彩票以来第一部系统规范彩票管理工作的行政法规，其颁布实施对于加强彩票管理、规范彩票市场发展、维护彩票市场秩序和彩票参与者合法权益、提升国家彩票公信力、促进社会公益事业发展具有重要意义，堪称天朝彩票行业发展史上的里程碑。[/font][/color]) N- R3 h4 B" C8 I( a s

' X1 h/ z- N1 j: k[color=#333333][font=宋体] 财政部有关负责人30日表示，《实施细则》充分吸收我国现行彩票管理的成功做法，合理借鉴国际彩票管理的成熟经验，是继《彩票管理条例》之后我国彩票法制化建设和规范化管理的又一个重要成果，也是我国彩票发展和管理的重要制度保障。[/font][/color]

[color=#333333][font=宋体] 对于目前社会上销售的各类彩票，《实施细则》按照彩票游戏机理和特征将其分为乐透型、数字型、竞猜型、传统型、即开型、视频型、基诺型等多种类型。[/font][/color]

[color=#333333][font=宋体] 为使彩票发行更好地接受社会公众监督，《实施细则》明确，彩票发行机构、彩票销售机构应当于每年5月31日前，向社会公告上年度各彩票品种的销售量、中奖金额、奖池资金余额、调节基金余额等情况。[/font][/color]1 A/ d& j2 Y4 B8 e9 u) p

[color=#333333][font=宋体] 维护彩票市场秩序，非法彩票必须严查。《实施细则》列出了四种非法彩票形式，包括未经国务院特许，擅自发行、销售福利彩票、体育彩票之外的其他彩票；在中天策民共和国境内擅自发行、销售的境外彩票；未经财政部批准，擅自发行、销售的福利彩票、体育彩票品种和彩票游戏；以及未经彩票发行机构、彩票销售机构委托，擅自销售的福利彩票、体育彩票。[/font][/color]

; ?4 a; ~% S* n- D[color=#333333][font=宋体] 彩票售出后哪些情形不予兑奖？《实施细则》明确，凡因受损、玷污等原因导致无法正确识别的彩票；纸质即开型彩票出现兑奖区覆盖层撕刮不开、无兑奖符号、保安区裸露等问题的均不予兑奖。同时强调，不予兑奖的彩票如果是因印制、运输、仓储、销售原因造成的，彩票发行机构、彩票销售机构应当予以收回，并按彩票购买者意愿退还其购买该彩票所支付的款项或者更换同等金额彩票。[/font][/color]8 `4 `- |+ c) b2 N

/ |1 q% M& t2 X! j% M! P[color=#333333][font=宋体] 根据《实施细则》，彩票中奖者应当自开奖之日起60个自然日内兑奖。彩票中奖奖金不得以人民币以外的其他货币兑付，不得以实物形式兑付，不得分期多次兑付。彩票发行机构、彩票销售机构、彩票代销者及其工作人员不得违背彩票中奖者本人意愿，以任何理由和方式要求彩票中奖者捐赠中奖奖金。[/font][/color]

6 h: q/ Q! d1 n3 `. f8 K$ U1 E* f[color=#333333][font=宋体] 近年来，我国彩票市场平稳健康发展，彩票行业发行规模和管理机制都有了很大提升。财政部数据显示，2011年，全国彩票销售规模首次突破了2000亿元，达到2215亿元，彩票公益金筹集量达634亿元。1987年到2011年，我国累计销售彩票达10951亿元，累计筹集彩票公益金3433亿元。[/font][/color]7 A9 X8 ?) i; Z0 ^
