财政局会计贪污5100万 为北京近年少见小官大贪案

北京昌平区财政局国库科财政专户会计杨立强，因欠下巨额赌债，而贪污、挪用公款高达5100万元。记者今天获悉，杨立强被检方以涉嫌贪污、挪用公款罪提起公诉。
# _% a" N8 J" x3 K, O5 W3 j- U 杨立强今年45岁，检方指控称，杨立强于2007年2月至2008年1月期间，利用担任昌平区财政局国库科财政专户会计，负责专款支付以及银行票据交换工作的职务便利，采取在预算拨款凭证、转账支票等转款凭证上加盖北京市昌平区财政局国库专用章和人名章的手段，挪用本单位的公款共计210万元，用于归还赌债。2008年2月至2009年12月期间，杨立强还利用职务便利，采取在预算拨款凭证、电汇凭证等转款凭证上加盖昌平区财政局国库专用章和人名章的手段，窃取本单位的公款共计4906.83万元用于归还赌债。
" ?# E# L! I1 j q# g 记者了解到，杨立强共向财政专户资金伸出黑手36次，这些钱全部用于DB。杨立强参赌的地点很多，甚至到了靠近朝鲜新义州的我国边境地区。8 O: j" |' D" Q1 |4 k4 f& ~2 x
检察机关认为，杨立强身为国家工作人员，利用职务上的便利，窃取公款，数额特别巨大，情节特别严重；挪用公款归个人使用，进行非法活动，情节严重，应当以贪污罪、挪用公款罪追究其刑事责任.9 K+ k; d7 e3 C& L( ^7 P1 U
据悉，此案为北京近年来少见的小官大贪案。2004年年底，国家自然科学基金委员会财务局会计卞中，因涉嫌贪污1262万元、挪用公款1.9亿元，被北京市一中院判处死缓。时隔6年之后，卞中的同行杨立强，以4906.83万元的数额，刷新了小官大贪的贪污款项数额。* ]( z. {5 g2 b$ }
